Turko Raises Questions About Water Rate Increase

Wednesday, November 4, 2009 - City water customers are facing their sixth water rate increase in just two years, but KUSI's Michael Turko says it doesn't have to happen. Turko says a statewide proposition passed by the voters back in 1996 gives water customers the right to stop the rate hike in its tracks.
