SAN DIEGO (KUSI) - It appears there is more going on behind-the-scenes in the battle to keep the Chargers in San Diego.

Despite the public posturing that the Chargers are not talking, Chargers Chairman Dean Spanos did have a meeting face-to-face, but it's not clear if will change anything.

The National Football League is in control of the Chargers future in San Diego.

In November, under the media radar, Dean Spanos met with Mayor Kevin Faulconer and County Supervisor Ron Roberts to talk about their plan for a 2016 vote for a new stadium.

They also discussed the risks involved in waiting for an election, and what if the voters say no?

Next Thursday, Houston Texans owner Bob McNair will meet with Mayor Faulconer.

McNair is the only member of the six-owner L.A. Committee who has not met with the mayor to discuss San Diego's city plan for the stadium and the June 2016 vote.

The Mayor said he's fighting for San Diego and he's not going to stop.

Faulconer said he can't promise the NFL he will do whatever it wants, but he said he is open to working with the league on his proposal or a downtown proposal if San Diego gets more time to get a deal done.

The issue of time, or the lack of it, is also on the mind of Disney CEO Bob Iger.

He is putting up his own millions, partnering with the Chargers and Raiders to build the Carson Stadium Project.

The NFL owners are expected to announce their decision on which team, or teams, will go to L.A. when they  met in Houston in January.
