Chargers' Citizens' Initiative plan designated as Ballot Measure C

SAN DIEGO (KUSI) — The designation for the San Diego Chargers' Citizens' Initiative plan to build a new downtown home for the franchise has its designated title for the November ballot: Ballot Measure C, San Diego City Clerk Elizabeth Maland made public Thursday. Designations are determined by a drawing conducted by the San Diego County Registrar of Voters office. Ballot Measure C, a controversial topic of discussion as the Chargers' future in San Diego Chargers remains in limbo, is one of the biggest issues on the table for San Diegans to decide on Nov. 8. 

The Chargers have begun their official campaign for the ballot, "Vote Yes on C." The measure promises a new "world class events center" centered in East Village near Petco Park. The stadium would become the new home of the Chargers, as well as a host for other national sporting events, concerts and other high-profile events. It also includes expansion space for the convention center to use during large expos like Comic-Con. 

No general funds will be used to create the stadium, should the ballot measure pass. The plans lays out a path for the Chargers, NFL, tourists and business travelers paying for the structure through a TOT tax.
