SAN DIEGO (KUSI) — Two large and competing measures on the ballot this November are Measure C and Measure D.

Measure C would increase hotel tax and put some of the finances toward a new stadium in San Diego.

Measure D would also increase hotel tax in San Diego, however it would exclude using the money to build a stadium.

It's called Measure D, also known as the Citizens' Plan or the Briggs's Initiative, was written primarily by San Diego City Attorney Cory Briggs as an alternative to the Chargers plan for a downtown stadium.

Measure D would raise the hotel tax from 10.5 percent to 15.5 percent and pushes for a non-contiguous convention center expansion. That means two buildings in separate locations, but both used for for conventions.

Measure D also prohibits using the hotel tax money to fund a new stadium. Under the plan the Chargers would have to fund it themselves, but Measure D does include plans to develop the Qualcomm site in Mission Valley as a park and open space.

Those in favor of the measure include: 

  • Attorney Cory Briggs
  • Former Councilwoman Donna Frye
  • San Diego Stadium Coalition
  • Save Our Bolts, who are in favor of both Measure C and D because they just want a new stadium somewhere for the team

Those who oppose it say increasing hotel taxes will cause San Diego tourism to fall and put the city at a competitive disadvantage compared to other locations around the world.

Opponents include: 

  • The San Diego County Taxpayers Association
  • Mayor Kevin Faulconer
  • San Diego Tourism Authority
  • San Diego County Hotel-Motel Association
