City councilmember proposes temporary camp zones as City battles Hepatitis A

SAN DIEGO (KUSI) — The outbreak of Hepatitis A has thrown a harsh light on the conditions of the homeless men and women who have been living on city streets.

As the City sanitizes and de-contaminates public right- of- ways to eradicate the virus, those who are homeless are being told they risk arrest for encroachment if they insist on living on the street.

City Councilmember Chris Ward said it's obvious the City has to to do something more to find the displaced a place to stay, even if it's only a temporary site. 

Ward has written a memo to Mayor Faulconer and the head of the San Diego Housing Commission with some suggestions for temporary camp zones on city properties.

One site which is currently under discussion is at 20th Street and B in Golden Hill, where the City of San Diego has warehouses and trucks parked for city operations.

Ward also said part of the 160-acre parking lot at Qualcomm/SDCCU Stadium in Mission Valley could become a city-sanctioned camp zone or used as a safe parking zone for people who are living out of their cars. 

Other options for temporary use might include using Golden Hall at the Civic Center Concourse as a place for mobile shower units and additional public restrooms. Ward's memo also suggests the use of Golden Hall as a bridge shelter with beds for families, women and children.

Mayor Kevin Faulconer has already made a commitment to installing three large-industrial style tents which will house up to 250 people each, with access to supportive services at each site. Those "sprung structures" are expected to be open sometime in December.
