Alleged police impostor jailed for illicit traffic stops

CHULA VISTA (CNS) – A man suspected of posing as a police officer and subjecting motorists to phony traffic stops over supposed roadway violations was arrested Monday, Chula Vista police reported.

Kevin Alan Kenniston, 41, was taken into custody this morning when he arrived at the South Bay Courthouse for a hearing on a separate case, Capt. Gary Ficacci said.

Kenniston was booked on suspicion of impersonating a peace officer and false imprisonment.

The suspect allegedly used a black-and-white Ford Crown Victoria equipped with a siren, public-address system and roof-mounted lights to get at least three motorists to pull over in recent months, according to Ficacci.

About 2 p.m. Feb. 23, Kenniston stopped a woman near the intersection of Max and East Orange avenues in Chula Vista and confronted her about “running a red light and almost running into him,” Ficacci said. The impostor drove off when a uniformed Chula Vista police officer arrived in a squad car.

On the morning of March 9, Kenniston was on his way to drop off his girlfriend's daughter at a Chula Vista elementary school in the black-and-white Ford when he allegedly used his emergency lights and loudspeaker system to confront a woman who was supposedly parked illegally.

After the motorist ignored the impersonator, he blocked her car and demanded her license, registration and proof of insurance. She surrendered the documents to him, thinking he was an off-duty policeman, Ficacci said. The phony officer then lectured her for about 20 minutes before finally driving off, his emergency lights still activated.

According to a witness, Kenniston then conducted a traffic stop on Interstate 805 prior to dropping off the girl.

Last month, police impounded the suspect's law enforcement-style sedan while investigating the allegations against him.

Kenniston, a Chula Vista resident, also faces a child endangerment allegation due to the presence of his girlfriend's child during the alleged phony traffic stop on the freeway.
