Firefighter handcuff flap leads to statewide review

CHULA VISTA, Calif. (AP) – A dispute that ended with a California Highway Patrol officer handcuffing a firefighter at a car crash scene has led to a statewide review of fire and law enforcement protocols.

Chula Vista Fire Chief Dave Hanneman tells U-T San Diego (http://bit.ly/1hg4oGt ) he and the city's police chief, David Bejarano, are working with other agency heads on training and collaboration to make sure the incident is not repeated.

The firefighter was cuffed Feb. 4 after he refused an officer's order to immediately move a fire engine that was blocking traffic on a San Diego County freeway. He was not arrested.

Bejarano said existing protocols will be thoroughly reviewed with the input of fire and law enforcement at the highest level.

Hanneman says there was a breakdown in communication.
