Lawsuit against Merge 56 project highlights need for CEQA reform

SAN DIEGO (KUSI) – Merge 56 is a development project west of Rancho Peñasquitos that is considered a model for suburban growth.

But construction was delayed after a lawsuit that claimed a number of environmental issues.

The suit has been settled, but Councilman Mark Kersey says this case highlights the need for reform with the California Environmental Quality Act.
