Officers stopped the man and a woman around 4:10 p.m. in the 5100 block of Pacific Highway in the Morena area, said San Diego Police Department Sgt. Brad O’Donnell.

The woman was arrested on suspicion of possessing a controlled substance, O’Donnell said.

The destructive device was found when officers subsequently searched the man’s vehicle, which was nearby, O’Donnell said.
