Mark Larson: Shutdown bill, national emergency declaration

SAN DIEGO (KUSI)- President Trump is declaring a national emergency at the U.S.-Mexico border. In response, CA Governor Newsom will sue the president over his emergency declaration. Also, the American Civil Liberties Union will be suing the Trump administration.
