President Trump is demanding Congress appropriate $5.6 billion for the wall and this is the main issue that pushed the government into an ongoing partial shutdown..
Trump suggested he could tap military funding for wall construction if he used emergency powers.
Trump described the migrant situation on our border as both a humanitarian and national security crisis.
Congress passed a law in the 1970’s, the National Emergencies Act, requiring the President to notify Congress when an emergency is declared and to list the powers that are being invoked.
Congress can reject the President’s emergency declaration with a vote in both the house and senate.
