Pursuit ends in fatal officer-involved shooting in Encanto

ENCANTO (KUSI) — Thursday — Police shot and killed a man in Encanto after the 30-year-old attempted to drive his car into police officers after a brief stolen car pursuit, according to police. 

Four police officers opened fire on Thongsoune Vilaysane on Pagel Place near Benson Ave. around 9:30 p.m. Wednesday, San Diego Police Lt. Manny Del Toro said. 

Police were investigating reports of drugs and weapons in the 100 block of Pagel Place. They noticed a suspicious vehicle — a silver Acura — speed away, which they later discovered was stolen from Carlsbad, Del Toro said. Police pursued the vehicle as it circled around the neighborhood. After a few minutes, the pursuit ended where it began, in the 100 block of Pagel Place after Vilaysane allegedly crashed the car into a parked car. 

Police then noticed the car reverse towards them, Del Toro said. Two officers were almost struck which was when four officers fired several rounds to "stop the threat of the moving vehicle" Del Toro said. 

“The training will be to fire until the threat is gone and at this time based on what we have so far the threat was the vehicle traveling at the officers and their response was firing multiple shots at the vehicle until the vehicle was no longer a threat.” Del Toro said.

Vilaysane suffered several bullet wounds and died at the scene, Del Toro said. Officer-worn body cameras captured the shooting and were being investigated. 

Wednesday 11:45 p.m. — An investigation was underway Wednesday night after a pursuit ended with a fatal officer-involved shooting in Encanto.

According to SDPD, just before 10 p.m., police were involved in a short vehicle pursuit, that ended at the 6600 block of Benton Ave. 

According to a witness, the driver was not cooperating with officers and refused to step out of his vehicle. As seven or eight officers in patrol cars approached the vehicle, the driver reversed and rammed the car into a SDPD patrol car. 

Several officers then proceeded to fire what was described as approximately 40 shots at the vehicle, which subsequently hit and killed the suspect. 

Chief Shelley Zimmerman was called to the scene as well as homicide investigators.
