US General Services employee charged with Border bribe and theft allegations
SAN DIEGO (CNS) – An employee of the U.S. General Services Administration was charged in federal court in San Diego Wednesday with bribery and theft allegations.
Timothy Francis Cashman of Lakeside was arrested Tuesday morning near the San Ysidro Port of Entry, where he works, according to the FBI.
Cashman, a GSA building manager who oversees operations contracts and small repair projects at the Otay Mesa, San Ysidro and Tecate ports of entry, is accused in the theft of government property and sale of the stolen property for his personal benefit.
The federal compliant alleges that Cashman, 53, accepted bribes and gratuities in exchange for helping to steer hundreds of thousands of dollars worth of GSA contracts to a co-conspirator.
About seven years ago, Cashman allegedly communicated and accepted services from an accomplice seeking to obtain GSA contracts. Cashman’s home was painted and new windows installed in return for assisting the unnamed co-conspirator with obtaining GSA contracts, prosecutors allege.
In 2008, Cashman allegedly engaged in a scheme to award a GSA contract to a co-conspirator who, in return, would funnel $120,000 through a specified company. Agents determined that the firm that received the $120,000 subsequently made a series of payments totaling $42,000 to Cashman.
The complaint alleges that Cashman also engaged in a scheme with others involving the theft of thousands of dollars worth of copper and aluminum panels from the Otay Mesa Port of Entry. Cashman received a portion of the proceeds from the sale of that stolen property, prosecutors allege.
